Kentucky Board Discusses Accountability, Literacy

(FRANKFORT, Ky.) – At its regular meeting Wednesday and Thursday, the Kentucky Board of Education heard presentations, had in-depth discussions and made decisions on a number of items.

The board gave final approval to revisions to three state regulations related to assessment and accountability:
· 703 KAR 5:060, Interim Accountability Model
· 703 KAR 5:020, The formula for determining school accountability
· 703 KAR 5:001, Assessment and accountability definitions

The three were approved as a package. The major revision in the package was the addition of a uniform norm-referenced test in reading/language arts and mathematics, to be administered at the 3rd-grade level. A Request for Proposals will be issued in the coming weeks for bids from vendors to provide the assessment. Beginning in the 2008-09 school year, the results from this test will count for five percent of elementary schools’ overall accountability indices.

The board heard a discussion of next steps related to a report from the Commission on Interscholastic Athletics, which conducted reviews of a number of items related to the Kentucky High School Athletics Association (KHSAA).

The board discussed a draft adolescent literacy plan, which includes increasing teacher competency in literacy instruction, improving coordination of literacy efforts at the state and local levels and using data to make decisions at state and local levels.

Other discussion and presentation items included:
· information on efforts to assist low-performing schools in the Covington Independent school district
· an action plan for A5 and A6 schools
· assistance to schools with high dropout rates
· annual reporting requirements for the KHSAA

The board took the following actions:
· agreed to compensate Education Commissioner Jon Draud for days worked due to an early start date
· agreed to amend the commissioner’s employment contract to provide 20 days of annual leave each year in lieu of the standard 12 days and to provide a one-time addition of 30 days of sick leave
· approved 2007-2008 local district tax rates levied
· approved 2007-2008 local district working budgets
· approved district facility plans for Kenton, LaRue and Pulaski Counties and Eminence Independent
· approved district facility plan amendments for Whitley County and East Bernstadt Independent
· approved a waiver to the March 1 deadline for districts to provide information on school council allocations
· released the Jackson Independent school district from a Declaration of Emergency related to its financial situation
· approved amendments to the KHSAA Bylaws and Constitution; recommended further review of a proposal for Bylaw 4 by the KHSAA Board of Control; and agreed to a five-year cycle of reviews of KHSAA’s work
· gave final approval to 702 KAR 3:270, SEEK funding formula, including revisions related to data collection, incorporating additional calculations related to growth and providing provisions for additional funding
