Eastern Kentucky University's Board of Regents has approved a $218 million operating budget for the coming school year and voted to extend President Doug Whitlock's contract by two years.Whitlock, who is finishing his second year as president, is now under contract through July 31, 2013.The budget, which increased 2.4 percent over last year, includes $70 million in restricted funds from government grants and contracts, for a total of $288 million. The budget, which does not include raises for faculty and staff, reflects reduced funding from state government during the current fiscal year and anticipates further reductions in the coming year....
