Williams says governor does not have authority
to enact budget reduction plan
On the eve of the 2008 legislative session, Senate President David Williams said a few minutes ago on KET's Kentucky Tonight that he does not believe Gov. Steve Beshear has the legal authority to enact his budget reduction order.
On Friday, Beshear issued an executive order that cut $78 million from state agencies, including about $35 million from the public universities.Williams, a Republican, said he believes the governor should first spend the state's $145 million surplus from 2007 and $232 million rainy day fund before ordering state agencies to cut about 3 percent from their budgets.
"The governor in my opinion does not have the legal authority to enact the budget reduction plan," Williams said...
