More Cheating Substantiated in NY

So 2 teachers who are no longer at the school "believe" the principal changed student responses on exams? What were the conditions under which the teachers left and what is the basis of their "belief"? If they did cheat, then they need to start doing a better job; 32% graduation rate? 18th out of 38 schools?
Don't get me wrong, the two year increase does seem significant, but isn't that what we are suppose to be doing? Lets face it, if you are 18th out of 38 schools with 32% graduation rate, it probably doesn't take much bum up from the bottom to exceed the other 20 schools who aren't even graduating 1/3 or their students. Where's the proof, its all hearsay.

Yes, if there is an improvement because of cheating, why not a significant increase. Where is the proof.
