If elected, Richards said, he would promote "College Opportunity Grants" for students that would double the maximum $2,000 a year now available to students through the Kentucky Educational Excellence Scholarship program. It would cost the state about $28 million a year. Students from families earning below 150 percent of the federal poverty level would be eligible. The federal government sets the poverty level for a family of four at $20,650.
